Strategic Housing Land Availability Assessment
The Strategic Housing Land Availability Assessment (SHLAA) identifies and evaluates the potential of land for future housing development. It will be used to inform the allocation of land through the LDF process and helps to demonstrate the Council’s future housing land supply
2010 SHLAA
Preparation of the Council’s third SHLAA has now begun, alongside the production of SHLAAs for Halton and Warrington Borough Councils, to reflect the Mid-Mersey Housing Market Area and joint Growth Point status of the three authorities.
An indicative timetable for updating the SHLAA is as follows:
1st March - 9th April: | Call for Sites |
27st April: | 1st Stakeholder Group meeting to discuss methodology and assumptions. |
May: | Questionnaire sent to sites with planning permission/expired permissions |
June - July: | Visit and assess new sites, update database, produce draft report. |
28th July: | 2nd Stakeholder Group meeting and draft SHLAA report published |
28th July - 28th August: | Public consultation on draft SHLAA report |
30th September: | Final 2010 SHLAA report published |
2010 Call For Sites
The 2010 Call for Sites closed on 9th April 2010 and a total of 10 sites were submitted. The Council will be assessing all submitted sites and results will be presented in a draft report on 28th July 2010.
Although the official Call for Sites exercise has now closed, the Council welcomes site submissions at any time. The Council will take note of all sites suggested, but submitting details of a particular site does not guarantee that the Council will support or allocate the site for development.
If you would like to submit a site please use the online system or alternatively fill in the Site Submission Form, including a suitable map showing the boundary of the site, and send it by 5pm Friday 9th April 2010 to:St.Helens Council

2009 SHLAA
The final SHLAA 2009 was published in November 2009 and is available to download here. An online interactive map of all the 2009 SHLAA sites is available to view here. Electronic copies of the maps can also be downloaded here (sites in the 0-5 year period), here (sites in the 6-15 year period), and here (non deliverable sites). Individual site maps and assessment proformas can be made available upon request.
A hard copy of the 2009 SHLAA report and the accompanying maps can be viewed at Regeneration Reception at the Town Hall, St.Helens during normal working hours.
Disclaimer: The inclusion of sites within this study should not be taken to imply that the Council would automatically consider planning applications favourably. Although it will inform housing allocations in the future, it will not determine the allocation of land for housing development. It will also not prevent sites being brought forward or allocated for purposes other than residential development. All future planning applications will be considered individually, taking other material considerations into account, and will be assessed through policies in the most up to date development plan.
Stakeholder ConsultationIn addition to submitting a site, there are two main ways in which you can currently become involved in the SHLAA update process:
1. Participate as part of the Wider Stakeholder Group by receiving and responding to correspondence about the progress of the SHLAA with any suggested recommendations or considerations put to the Active Stakeholder Group for consideration.
2. Participate as part of the Active Stakeholder Group providing ongoing advice and input into the study and attending meetings to oversee the process.
